The North Essex Parking Partnership welcome applications to have white ‘H’-bar markings installed across your dropped kerb driveway access. Whilst such markings are not compulsory and are only advisory to other motorists, some residents wish to have the added deterrent that may help prevent vehicles from being parked across their dropped kerb. 

Prior to making an application you should be aware that these markings are not maintained by the NEPP or Essex County Council and will not be remarked when faded or if carriageway works are undertaken unless you reapply to the Council. Payment will be required. Essex Highways will resurface roads as part of their maintenance programme which may have an impact on any markings you have in place. The fixed application fee is £140 (including VAT) and covers a standard single driveway. If you require a longer length H-Bar, please submit the application with your requirements and we will provide a costing before any work is carried out.' 

Please be aware that the lines cannot be extended beyond the width of a dropped kerb to address other perceived issues with parking as they are deemed to be advisory only.

H-bars will only be marked when lining works are taking place nearby. Installation of H-bars is weather dependant and therefore lining usually takes place between April-September. Applications received between October-March may therefore take longer to install as lining opportunities decrease. We are unable to give a definitive date for installations, though we will endeavour to arrange the lining as soon as practicably possible. 

The marking has no legal authority, although drivers parking on the marking may receive a Penalty Charge Notice by a Civil Enforcement Officer in some circumstances. An H-bar is not necessary for a Penalty Charge Notice to be issued in those circumstances. Please see details of the NEPP’s dropped kerb enforcement policy.
